The Author will be the default verifier of any piece of content but you can choose anybody with a Contributor User Role, or higher. 

When creating a Course, SCORM Course, Event, Live Class, Webinar etc.

In Step 1 - Course Information, select a Verifier and a Verification Interval

In a Nugget, open Settings and select a Verifier and Verification Interval
